It's actually not the worst idea, attempting to call bullshit and then flipping the narrative. Trump clearly wants that "reciprocal" relationship, so countries could just meet him with zero tariffs, no room for excuses on his part. Puts the ball in the US corner. Smart play by Vietnam.
